About “Cosmo”

The Cosmopolitan Learning Centre (Cosmo) is a non profit corporation that provides life skills training, opportunities for community and on-site employment, volunteer experience in the community, as well as recreational and social activities for adults with intellectual and accompanying physical disabilities. It is the primary provider of these services for such people in Regina. Cosmo was founded in 1971 serving 17 participants with approximately 5 staff. Currently it has approximately 208 participants and 120 staff.

Our Mission

The Cosmopolitan Learning Centre will develop and deliver day program services for persons with disabilities. Our programs will provide support to enhance the achievement of the personal goals in the areas of life skills, social skills, recreation, vocation community awareness, employment, and health needs of the individual. Our agency is committed to providing a positive atmosphere to promote personal growth.

Where Are We Located


Presently Cosmo operates out of 3 sites in Regina. One is a 33,000 square foot facility at 810 Edgar St., another a 3100 square foot leased space at 482 Hoffer Dr. and a 3300 square foot leased space at 177 N Leonard Street. Participants are also employed at the Sarcan Depot on Victoria Avenue East.
